The Library offers community access to new and emerging technologies such as 3D printers to inspire a
new interest in design and help the community to bring their creations to life. This policy establishes
how and under what circumstances the public may use the Library’s 3D printers.
The Library’s 3D printers are available to the public to create three-dimensional objects in
plastic using a design that is uploaded from a computer file.
I. The Library’s 3D printer may only be used for lawful purposes. The public will not be
permitted to use the Library’s 3D printers to create material that is:
a. Prohibited by local, state or federal law.
b. Unsafe, harmful, dangerous or poses an immediate threat to the well-being of
c. Obscene or otherwise inappropriate for the Library environment.
d. In violation of another’s intellectual property rights. For example, the printers
will not be used to mass reproduce material that is subject to copyright, patent
or trademark protection.
II. The Library reserves the right to refuse any 3D print request.
III. Fees associated with the use of this equipment or materials may be charged by the
The purpose of Art in the Stacks is to showcase artists of Southern Maryland and/or artwork
with Southern Maryland themes.
An Art Coordinator is designated by each Calvert Library location to coordinate displays.
- Subject matter and content of all artwork on display must be appropriate for family
- Final acceptance of art is at the discretion of the Art Coordinator and the Branch
- Installation and dismantling is the responsibility of the artist and must be scheduled
with the Art Coordinator.
- Responsibility: The Library is not responsible for any damage to or theft of the artwork.
The Library carries no insurance for exhibited artwork, nor does it hire security for its
- Identification: Artwork may be identified by a small sign (no larger than 2” x 3 ½”) on the
lower right corner of the artwork. The sign may include the name of artist, the title of
work, contact information, and price if the piece is for sale. Library staff will not act as
- Artists will be required to abide by the Art Display guidelines and sign a Calvert Library
Art Display Memorandum of Understanding.

Pamphlets from government agencies and non-profit organizations are accepted for public distribution as space allows.
Each Calvert Library location has a bulletin board for non-library organizations.
Informational posters and pamphlets may be displayed in the library under the following conditions:
Information/materials are welcome from:
- government agencies
- non-profit organizations
- non-profit organizations sponsoring events which are open to the public, whether the events are free or not
- businesses may post a business card (2 x 3 ½ “)
Information/materials that are not accepted:
- Political signs. A sign announcing an informational meeting to be held by a political candidate at a specific time and place, open to all, is acceptable. A sign encouraging the public to vote for a particular candidate is not.
- Announcements of events not open to the general public. This would include membership meetings of service organizations.
- Notices from anonymous groups or individuals. All material must be from a recognized organization or must include the name and telephone number or e-mail address of a contact person.
- Signs over 8 ½ x 11 inches
- Signs for events that are 3 or more months in the future
Material to be displayed is to be approved by library staff before posting.
All information that complies with this policy will be posted as space is available.
The bulletin board will be monitored by library staff. Outdated flyers and flyers displayed for 3 months will be removed. All business cards will be removed on the first day of the month.
The Branch Managers may make exceptions to this policy.

Computer Use Policy
It is the policy of Calvert Library to provide computers for public use. Computers are provided to meet educational, personal, and professional needs of library customers.
All library customers may use library computers as described in this policy and related procedures. There is no charge to use the computers. The library charges for printing and storage devices.
Customers are responsible for the correct use and handling of all computer hardware and software. Children 7 years old and under must use computers with a parent or responsible adult.
Computers in the children’s department are reserved for use by children 12 and under. If there is not a waiting list of children, adults may use a computer in this area when they are supervising a child nearby.
Computers in the teen area at Prince Frederick are reserved for use by teenagers, ages 13 to 19.
Customers are responsible for damage to and loss of hardware and software due to negligence. Replacement costs apply in cases of loss and damage. The library is not responsible for any damage to customer storage media.
Calvert Library is unable to guarantee that any data entered on the computer will remain private, as the computers are public machines.
Customers must comply with the Internet Safety Policy.
Customers may sign in with a library card at any available computer. Guest passes are available from a staff member.
More than one person may be at a computer at one time; however, staff may limit that number according to available space and noise level.
A customer may use a computer for one hour and may stay longer if no one is waiting. If, after one hour, another person requests the computer, the current customer is allowed 10 minutes to finish.
Drinks with sturdy lids are allowed near the computers. Customers may eat snacks while using computers.
Customers may not store to the hard drive or install software. Customers may not alter library hardware. Personal devices or peripherals may be attached to public computers, but they may not be supported by the computer’s software.
Software is copyright protected and may not be copied or downloaded.
Staff will offer basic assistance with computer hardware, software, and peripherals. Staff are not experts in all programs. Manuals and on-line help are available for customer use.

Customer Rules of Conduct
Welcome to Calvert Library. Please follow these basic rules of courtesy and responsibility while in the library. These rules are posted for the comfort and protection of all who use the facilities of the public library. They will be courteously but firmly enforced by library staff. We ask your cooperation in maintaining an environment that encourages study and enjoyment. Respect the use of the library by others. Library staff and customers are expected to treat one another with mutual courtesy and respect. Threatening speech, harassment of others or disruptive behavior will not be tolerated and may result in the police being notified. Library staff members have the authority to maintain order, to ensure the safety of staff and customers, and to enforce these and other regulations. Directions given by library staff must be followed.
- LIBRARY RESOURCES are to be shared. Customers are responsible for all materials and equipment used in the library. All computer customers must comply with our computer policy.
- LIBRARY PROPERTY must be respected. Feet must not be placed on chairs or tables. Do not run, push, or climb.
- CHILDREN under the age of 8 must be supervised at all times in the library by a responsible person who is at least 13 years old. Librarians are not responsible for unattended children. Parents/guardians/caregivers are expected to see that their children follow the library rules. Customers must pick up their children by library closing time.
- SNACKS and BEVERAGES with sturdy lids are allowed in most areas of the library. In Prince Frederick, meals may be eaten in the café.
- NOISE from conversation, electronic devices, or other sources that inconveniences others is not allowed. Obscene language is not permitted.
- SMOKING, the use of tobacco products and e-cigarettes/ vaporizers is not allowed inside the building or on the sidewalks leading to library entrances.
- SERVICE ANIMALS are welcome. Other animals are not permitted in the library, except as allowed at library-approved events.
- LYING DOWN or SLEEPING is not permitted.
- BATHING and changing clothes is not permitted in the library restrooms.
- SOLICITING is not permitted.
- APPROPRIATE HYGIENE & ATTIRE is required. Shoes and shirts must be worn. Bathing suits are not permitted. Customers whose bodily hygiene is so offensive as to constitute a nuisance to other persons shall be required to leave the building.
- EXTENDED CONVERSATION with library staff beyond that required for library business is prohibited.
- SECURITY in public places is everyone’s responsibility. Please report any unusual occurrences to a librarian. Belongings may not be left unattended or stored in the library.
Customers who violate these rules may be asked to leave the library. Customers who repeatedly disregard the library’s rules may have their library privileges revoked and be banned for a specific period of time. Anyone wishing to appeal such an exclusion may submit an appeal in writing to the Library Director.

Staff may give information about materials checked out (both current and overdue) to a customer according to the following criteria.
Customer in person: Customer must present library card, driver’s license, or verify their address, phone number, and birthdate verbally.
Customer over the phone: Customer must tell library card number or name and address, phone number and birthday. The librarian verifies the information provided over the phone.
Staff may give information about materials checked out (both current and overdue) on a child’s record to their parent, or to a customer about another person (spouse, friend, etc.) according to the following criteria:
Customer in person: Customer must present library card.
Customer over phone: Customer must tell library card number.
A child is defined as up to the age of 16. Parents sign for children to show responsibility up to age 16. Because the parent has signed for a child up to age 16, assuming responsibility for items checked out, staff may give information about a child’s record to a parent when the parent presents the child’s library card.
At age 16, a child may update their library card by providing address verification. Each branch library will post a sign encouraging 16 year olds to update their cards.

Display cases may be used by the library, museums, and government agencies. They are to be used primarily to educate the public about Calvert County. Display cases will be booked by library staff.
Display cases are available in Calvert Library, Prince Frederick and Calvert Library, Southern Branch.
Displays must be of a high standard, readable, attractive, eye-catching and making full use of the available space.
The utilization of a display space by any organization shall not imply the Library’s endorsement or approval. Each display will have a sign indicating the organization that prepared the display.
The display cases do lock, however, Calvert Library assumes no responsibility for the preservation, protection, or possible damage or theft of any item displayed or exhibited. All items placed in the display case are done so at the owner’s risk.
All displays must meet existing State and Federal laws on obscenity, libel, defamation of character or invasion of privacy.
Purely commercial use of the display space is prohibited.
Reservations for display cases are booked for two month periods, and may be made up to 12 months in advance.
The Library will not furnish construction paper, tape or other supplies. Adhesives may not be applied to the walls.
The Library staff will not provide assistance in setting up or taking down displays.
Organizations using the display cases shall leave it neat, clean, and in orderly condition.
Organizations will remove displays on the last day of the reserved period.
Final discretion for displays will rest with the director.

Dimensions are as follows:
Display Case 1: There are 4 shelves, each 41” long and 10” deep. The interior is 86 ¾” long, 59 ½” tall, and 14” deep.
Display Case 2: There are 2 shelves, each 32” long and 10” deep. The interior is 32 ½” long, 59 ½” tall, and 14” deep. The door is 13.5″ wide.

There are two adjustable shelves.The case is 42” wide, 44” tall, and 24” deep.
Calvert Library appreciates donations of books, movies and audios that are in good, clean condition. We accept 3 bags or boxes at a time. Current items are especially appreciated.
Due to space restrictions, we will not accept encyclopedias, computer books, and textbooks over two years old.
To donate items, please bring them into the building during library hours, and ask a librarian where to leave them. Please see a librarian before leaving books. A book cart can be made available.
A donation receipt form is available upon request. The library does not keep a copy nor place a value on donated materials.
After reviewing donated items, librarians or volunteers will decide whether to add the items to the library collection, to sell at the Book Sale, or to recycle.

The north side of the permanent sign located in front of Calvert Library, Fairview Branch is for the purpose of advertising library programs and activities. The Branch Manager is responsible for the content and maintenance of the sign.
The three green exterior sign boards provided at the Fairview location are managed by the county. To inquire about reserving one, please complete this Advertising at Fairview application and email it to Melinda Donnelly at in Calvert County General Services at (donnelms at co.cal.md.us). Once the application has been reviewed, you will receive an email confirmation letting you know when/if a sign board will be available to you. If you have any questions please call General Services at 410-535-1600 x 2565.
It is the policy of the library to offer customers Internet access on library computers and
to advise customers as to the safe use of the Internet.
Only the Calvert Library web site is maintained by the library. The library has no control
over and is not responsible for the content of any other sites. Information on the Internet
is not always accurate, authoritative, or factual. Information may be erroneous, out-ofdate,
illegal, or considered offensive, controversial, or sexually explicit.
Library computer hardware and software are not to be used for any unlawful purpose
including but not limited to fraud, gambling, hacking, or child pornography. Tampering
with or altering the library’s software or hardware is prohibited.
Obscenity and child pornography are illegal and therefore prohibited. The viewing of
pages that display graphic pornography is inappropriate for a public and open
environment and is prohibited.
Parents are responsible for the safety and security of minors when using e-mail, chat, or
other direct electronic communications. Parents are responsible to prevent minors from
disclosing personal information on the Internet.
In compliance with the Supreme Court decision on June 23, 2003, related to the
Children’s Internet Protection Act, the library is required to filter computers. Minors
(under the age of 17) are prohibited from viewing or accessing obscenity and
pornography on computers in the library. A technology protection measure (filter) blocks
these depictions. This filter blocks sites considered to be adult or sexually explicit. The
filter is installed on all computers used by the public to access the Internet.
Blocked web sites may be appealed. A customer who believes the filter blocks a nonprohibited
web site is asked to provide the web site address to a librarian.
Librarians will accommodate requests from customers 18 years old and older for bona
fide research on an unfiltered computer.
Calvert Library encourages customers to be responsible and considerate citizens in their
use of the Internet in this public setting. Library staff will observe monitors and any
inappropriate use will be stopped immediately. Failure to comply with this policy may
result in loss of access. Customers will abide by the judgment of the librarian.

Laptops are available to be used in the library.
Laptops and power cords are barcoded and will be checked out and discharged from a customer’s account.
Laptops are available for checkout to customers 14 years of age and older.
Customers under the age of 16 must have a parent or guardian co-sign the laptop user agreement.
The laptop may never be left unattended.
The laptop may be used for one hour per day, longer if no one else is waiting.
Data may not be saved to the laptop’s hard drive.
A valid driver’s license or student ID is required to check out a laptop.
Laptop users will comply with the Computer Use policy and the Internet Safety policy
Customers are responsible for any loss or damage to the laptop incurred during use.

- An applicant may visit the library or apply online to receive a library card. A parent or legal guardian signs for an applicant under the age of 16.
- Verification of current address is needed to receive a library card or to activate an online application.

- Your library card allows you to borrow materials and to use the computers.You are responsible for all materials borrowed.
- Your card may be used at any public library in the state of Maryland. Your Calvert card entitles you to access databases provided by Calvert Library.
- The responsibility for the use of library materials by children and adolescents rests with their parents or legal guardians.
- You may check your account online clicking on “My Account”. Enter your library card and pin to see items checked out, fines owed and items you have requested. Contact the library if you have questions regarding your PIN.
Renewals and Requests
- You may renew or request most materials online or call or visit your local branch with your library card.
- Reserves will be held for 7 days from date of notification. A courtesy reminder will be sent by email or phone if materials are not picked up after 5 days.
- To request items from outside Calvert, Charles, or St. Mary’s Counties, click on “Get Books From Other Libraries”.
- Renewing an overdue item does not resolve any fine charges that have accrued.
- Four renewals are allowed if the item is not on hold and the customer record is in good standing.
- A record in good standing has less than $25.00 in accumulated charges.
- 50 items may be placed on hold at one time.

Overdue Notification/Unique Management Services
Courtesy notification will be sent by email 3 days before an item is due. Notices are sent for overdue items: by e-mail at 7 days, 21 days and 45 days or by phone at 21 days and by mail at 45 days. If you would like to change to e-mail notification, please ask a librarian. If you return the item, you are responsible to pay the fines, not the cost of the item. If the item remains overdue, at 60 days your account is submitted to Unique Management, a materials recovery
and an additional $10.00 service fee is added to your account. If the items are not returned and the account is not paid in full, Unique Management may turn your account over to a credit-reporting agency. After
an account totals
$25.00 or more in overdue fines or added charges, one notice is sent.
Notifications are sent as a courtesy.The library is not responsible if notification is not received.

These procedures are followed when a customer has a serious complaint about an item in the library collection.
- The customer will receive a copy of the Materials Selection Policy that contains a Materials Reconsideration Form.
- The customer will read the Materials Selection Policy. If, after review of the policy, the customer would like to fill out a Materials Reconsideration Form, the customer may do so and return the form to the library.
- The purpose of the form is to ensure that the Director understands the nature of the complaint.
- Library staff will seriously consider the complaint. The Director will convene a committee of librarians that will read or view the material to determine whether or not it meets the criteria of the Materials Selection Policy. After the committee makes a decision, the Director will respond in writing.
Appeals Process – Approved by the Board of Library Trustees October 21, 2008
If a customer has received a reply to a Materials Reconsideration Form, or other complaint, in writing and wants to appeal this decision to the Board, the customer must call or write the Library Director to schedule an appearance before the Board. The request for appeal must be received at the Library within thirty (30) days of the date of the reply.
The Board will add the appearance to the agenda during the next meeting unless special guests are already on the agenda or urgent library business does not allow for additional agenda items. If that is the case, the Board will provide time on the agenda during the next available month.
Customers may provide written documentation and may make statements. Statements are limited to twenty (20) minutes. The Board may then ask questions, provide comments, and conduct a discussion. The Board meetings are public, but spectators may not participate in the discussion, only the appellant.
The Board will reply to the customer in writing within forty- five (45) days.
Previously Reviewed Items
In the event that a Material Reconsideration Form is filed on an item that has been previously reviewed by a Director’s Panel, as a result of an earlier filing, the Director may at his/her discretion, decline to convene another panel and may reply with a copy of the previous finding attached to a cover letter explaining the circumstances.
If the Board of Library Trustees has heard an appeal of a decision of a Director’s Review Panel concerning an item, and rendered a decision thereon, the Board may at its discretion decline to hear another appeal on the same item, and may reply with a letter explaining the circumstances.

This Library Material Selection Policy for Calvert Library has been based upon the work of a tri-county (Calvert, Charles and St. Mary’s Libraries) committee appointed by the Boards of Library Trustees, which included representation of both board and staff.
The content of this policy has been influenced by the American Library Association’s Bill of Rights as well as the Freedom to Read and Freedom to View statements which are appended to this policy.
Any library material selected in accordance with this policy shall be held to be selected by the Board of Library Trustees.

I. Library Objective
The overall objective of the public library is to provide library resources and services necessary to meet the educational, recreational, and informational needs of the public in order to promote the communication of ideas, an enlightened citizenship and enriched personal lives.
II. Responsibility for Selection
Final authority for the determination of the policies in this document is vested in the library’s Board of Trustees. The authority and responsibility for the selection of library materials is delegated by the Board to the Library Director, and under his/her direction, to the staff who are qualified for this activity by reason of education, training, and experience.
Advice of specialists in the community is requested in fields in which staff members do not have sufficient expertise. Suggestions from readers are welcome and are given serious consideration within the general criteria for selection. The final decision for purchase rests with the library.
The responsibility for the use of library materials by children and adolescents rests with their parents or legal guardians.
III. Criteria for Selection
The evaluation of materials is characterized by flexibility and a responsiveness to the changing needs of the citizens in Calvert County. These changing needs require that materials be evaluated initially and on a continuing basis. As a result, materials, which may not have been recommended for purchase originally, may, in fact, later be purchased. Materials are evaluated as a whole and not on the basis of a particular passage or passages. A work will not be excluded from the library’s collection because it presents an aspect of life honestly or because of frankness of expression. Selection will not be inhibited by the possibility that materials may inadvertently come into the possession of children and adolescents. Materials selected primarily for children and adolescents will be marked accordingly.
General Criteria for Selection:
- Availability and suitability of the material’s format.
- Suitability of the subject, style, and reading level for the intended audience.
- Attention given by critics, reviewers, professional material selection aids and the public.
- Reputation of the author, publisher, or producer.
- Quality of design and illustration.
- Relevance to the present and potential needs of the community.
- Demand for the material.
- Relationship to existing materials in the collection on the same subject.
- Availability and accessibility of the same material in the State Library Network.
Purchase of those materials that meet one or more of the above criteria may be limited due to budget constraints.
IV. Collection Maintenance
The discarding of materials is selection in reverse. Systematic withdrawal of materials which are no longer useful in maintaining an active, accurate, current collection is necessary. Library materials are discarded for one or more of the following reasons:
- Irreparable damage
- Insufficient use
- Lack of space available for housing materials
Lost, damaged and worn-out materials are considered for replacement based on the following three factors:
- Existence of adequate coverage of the subject in the library collection
- Public demand for the specific title
- Availability of the specific title
Gifts of books and other materials are accepted with the understanding that they may be used in the collection or disposed of according to the needs of the library. New titles acquired in this manner are subject to the basic standards of selection. Replacements and duplicate copies are added to the collection if needed. The costs of processing and the availability of shelving space are also factors in determining the acceptance of gifts. The library does not provide evaluations of gifts for tax deduction or other purposes
V. Complaints about Library Materials
Materials representing various points of view are acquired. Where there are differing opinions or theories, the library will provide materials on all view points if they conform to the general criteria for selection. No material will be excluded because of the race, nationality, sexual orientation, religious or political views of the writer. The library recognizes the diversity of community needs and interests and that the choice of library materials by a user is an individual matter. While one person may reject materials for himself/herself, he/she cannot exercise censorship to restrict access to materials by others. Responsibility for the reading of children and adolescents rests with their parents or legal guardians.
Once an item has been accepted as qualifying under the selection policies and criteria, it will not be removed at the request of those who disagree with it, except under the order of a court of competent jurisdiction.

The library welcomes the use of its meeting rooms for activities of civic, cultural, intellectual, charitable, or educational nature by groups who agree to observe the Library rules. The public is welcome to attend all meetings, except those for which a fee is paid to the library. Business use includes meetings, training, informational sessions, and client meetings. Businesses may not charge people to attend. Retail activities are not allowed. The rooms may not be used for purely social purposes which include but are not limited to, private birthday parties, baby showers or entertainment.
The Calvert Library, its Board of Trustees and employees assume no responsibility for the actions, opinions, or expressed points of view of the organization that sponsor or host meetings or the individuals who attend meetings and events on library premises.
Applications for the use of the meeting rooms may be made up to six months in advance. Library programs have first priority for use of the meeting rooms. Groups may be asked to reschedule when a library program is planned. Reservations may be made online or in person. The schedule is posted online and may be viewed from the library home page, www.CalvertLibrary.info.
Any organization using a meeting room will be financially responsible for any damage that may occur during the organization’s use of the room or for any custodial care required after the meeting.
Non-profit organizations and government agencies – no charge
Businesses will pay the following fees:
Large Meeting Rooms at Fairview or Southern and Meeting Rooms at Prince Frederick
Use of one meeting room up to 4 hours – $50.00
Continued use of the same room beyond 4 hours – additional $50.00
Small Meeting Room at Fairview
Use up to 4 hours – $25.00
Continued use beyond 4 hours – additional $25.00
Fees must be paid no later than 10 days after the initial request or the tentative booking will be cancelled by the library. If the use of the room is cancelled within 48 hours of the meeting, a $25.00 administration fee will be retained by the library. Additional fees will be returned to the organization.
There will be no charge for use of the tutoring rooms and group study room in Prince Frederick, Southern or Fairview.
- Application for the use of a meeting room should be made at least 24 hours in advance. The applicant will be held responsible for seeing that the policy is upheld. The name and contact information of the applicant is available for public viewing.
- If a meeting is canceled, the library should be notified as far in advance of the date as possible. When the library closes due to emergencies such as bad weather, the group scheduled to use the meeting room will be notified as early as possible.
- All members of the organization and the audience attending meetings must vacate the building by 9:00 p.m. on Monday through Thursday, and by 5:00 p.m. on Friday and Saturday. Meeting rooms are not available when the library is closed.
- Any organization using a meeting room will be responsible for setting up the room according to its own needs. The library staff will have no responsibility. The organization or group using the room must restore the furniture and the room to the order shown on the plan posted on the wall. Set up and clean up must occur within the reserved time for the meeting.
- No items are to be attached to or hung on the walls.
- Youth organizations using a meeting room must have at least one adult (21 or over) present at all times.
- No admissions fee may be charged nor may a collection be taken. No funds may be solicited or direct sales made. The only exceptions are in the case of paid registrations at conferences or institutes, or payments of fees for regularly scheduled education courses. Sale of appropriate items by an educational program presenter is allowed.
- Light refreshments, excluding alcoholic beverages, may be served, but organizations are required to provide their own utensils.
- Loud noise or any use of the room which disturbs library customers is prohibited. Any organization may be refused the use of a meeting room if the noise level is expected to interfere with library business.
- Smoking is not permitted.
- No group will use the library as a mailing address.
- Any publicity must list the name of the organization sponsoring the meeting. Publicity must include the statement “This is not a library-sponsored program.”
- No group will store materials at the library.
- The library is not responsible for lost or stolen articles.
- No animals are allowed except Assistance Animals.
- If an organization misses two consecutive meetings without prior notification, future room use may be canceled.
- Signs outside of meeting rooms are subject to the Bulletin Board & Pamphlet Table policy.
- Exceptions to this policy must be approved by the Director.

To protect and enhance our air quality and to contribute to the health and well-being of all customers and employees, the facilities and the immediate premises of Calvert Library branches shall be entirely free of smoke, tobacco products, and electronic cigarettes/vaporizers.
No one may smoke along any pathway or walkway leading to or from Library entrances. It is not acceptable that either customers or employees be required to walk through smoke to reach the library, their vehicle, or any other destination on the library premises.
Customers who fail to comply with this policy may be subject to the suspension of their library privileges and/or be prohibited from visiting library property.

Wireless internet access is filtered. By choosing to use this free service, you agree to abide by Calvert Library’s Computer Use Policy and Internet Safety Policy.
The wireless network is not secure. Information sent to and from your connected devices may be captured by anyone else with a wireless device and the appropriate software. The library assumes no responsibility for the safety of connected devices.
Library staff is not able to provide technical assistance and there is no guarantee that you will be able to make a wireless connection.
